Criteria to obtain a permit for a foreign worker

The conditions for receiving a Permit to employ a foreign caregiver:
A Permit to employ a foreign caregiver in the long-term care industry will generally be in accordance with entitlement to pension from the National Insurance Institute. The Permit is issued to patients who meet a number of basic conditions:

1. Patients living in their own home or in protected accommodation.
2. Patients requiring care or supervision for most of the day (patients requiring care for a few hours a day or a week are usually entitled to services from an Israeli caregiver).
3. Patients who are able to provide suitable housing for the foreign caregiver in their residence.

Who is entitled to get a Permit to employ a foreign caregiver?
Below you will find detailed criteria of entitlement to obtain a Permit, according to age groups:

Men or women of retirement age and older (67 for men, 64 for women).
a. Patients who have accumulated a score of 4.5 or 4 ADL (Activities of Daily Living) points on the National Insurance Institute ‘Dependence Test’ for elderly people who live alone.

b. Patients who are not entitled to receive long-term benefits due to high income would be entitled to receive a Permit to employ a foreign caregiver if they have accumulated the required number of points in the ADL Dependence Test. The procedure then involves paying an Application Fee for the foreign caregiver’s Permit. In this instance patients will be referred directly by the authorized unit of the Authority to undergo a Dependence Test.
  • Duration of the Permit to employ a foreign caregiver - two years.
  • Patients age 90 and older.
  • The patients are entitled to receive a Permit even if they have accumulated only four ADL points.
  • Duration of the Permit to employ a foreign caregiver - two years.
Woman or a man aged 18 to retirement age.
a. Patients who are entitled to an allowance for Special Services from the NII.

b. Patients whose claim for a Special Services Allowance from the NII was rejected due to their level of income, or because they chose a Mobility Allowance instead of Special Services Allowance. They will be directed to the Special Services Department of the National Insurance Institute to undergo an examination for their entitlement to a Special Services Allowance.
  • Duration of the Permit to employ a foreign caregiver - three years.
Children under 18.
Patients recognized as being entitled to receive Disabled Child Benefit from the NII and - in the opinion of the Professional Advisory Committee on behalf of the Long-term Care Division - it has also been proven that at least one of the following circumstances applies:

a. The child’s ability to attend a learning environment is contingent on being accompanied by a caregiver to provide physical assistance.

b. The child’s need for individual daily escort or supervision for most of the day due to disability and / or inability to participate in the learning environment / treatment / afternoon program.

c. The child’s need for individual daily care when he is at home because of medical circumstances.

IDF disabled veterans or individuals who are handicapped due to ‘acts of hostility’.
The patient must submit a Certificate of Entitlement from the Accompaniment Committee at the Ministry of Defense or from the Division of the Victims of Hostilities at the National Insurance Institute, stating that they are entitled to at least 17 ​​hours’ of care daily.
  • Duration of the Permit to employ a foreign caregiver - will be determined in accordance with the age of the individual.
Patients who are work-disabled.
Patients who are recognized by the National Insurance Institute as being work-disabled at a level of "dependence on others” or "long-term care".
