Financing the employment of a foreign worker
The salary for a foreign caregiver is financed mostly by converting the hours of benefit the patient is entitled to; financing comes from a number of contributing factors:

Who is entitled to financing for a foreign caregiver?
Seniors who depend largely or entirely on others are entitled to 16 hours, 18 hours (or 8 - 9 hours: reduced benefit due to higher income) of weekly care-giving by the National Insurance Institute. These patients will be financed for the main portion of the sum required to pay the salary of the foreign caregiver.

Who is entitled to financing for a foreign caregiver?
Holocaust victims are entitled to 16 or 18 hours a week from the NII and can receive an extra nine hours a week from the Fund for the Benefit of Holocaust Victims in Israel. The patients may use these hours to finance the major portion of the foreign caregiver’s salary.
Who is entitled to receive assistance from the Fund for the Benefit of Holocaust Victims in Israel?
- Elderly individuals who lived under the Nazi occupation during World War II and spent time in ghettos, concentration camps or in hiding, at the risk of their life.
- Elderly individuals were living in countries that were occupied by Nazi Germany such as Romania, France, Italy and Hungary, and who suffered from Nazi persecution.
- Elderly individuals who fled from the occupied territories:
from Germany after 1933; Austria after 1938; and from the other countries after the outbreak of the War and the occupation, until 08/05/1945.
- Survivors who receive reparations, benefits from the Treasury or to those who received one-time compensation of 50 marks or an academic scholarship.
- The Fund also helps the Jews from certain areas of Tunisia and Libya.
